WITH reference to our letter of the 10th June on the subject of the proposed Chenchow-Taonanfu Railway, we have the honour to communicate herewith a cable received by us from Lord ffrench as follows:
"Arrived here (Peking) to-day from Mukden. Viceroy of Manchuria has decided Has to construction Chenchow-Taonanfu Railway and to facilitate negotiations. arranged with President of Board of Communications, owing to the knowledge of position, carry on the negotiations Peking loan with contract, and written to him do it quickly. Viceroy of Manchuria has promised to give all assistance required."
It will be within your recollection that the present President of the Board of Communications (the Yu Chuan Pu) was formerly Viceroy of Manchuria, when he, with the co-operation of his Excellency Tang-Shao-Yi, negotiated and signed the survey and contract agreement with Lord ffrench, of which we communicated a copy to you in our letter of the 22nd April.
In view of the fact that the present Viceroy is adopting an attitude so favour- able to our projects, with the support of his predecessor, whose policy he continues as regards the construction of this line, we consider that there is justification for believing that, with the favourable support of His Majesty's Government, this very important trunk line, giving access for the first time to the central regions of Mongolia, may be constructed under British auspices.
